Motor Accident - Interpretation of the word "owner" - Motor vehicle requisitioned under a statute by the statutory authority - Accident occurred while the vehicle remained under continued requisition - State and not the registered owner nor the insurer, liable to pay compensation - The definition of "owner" in the 1988 Act, did not envisage such a situation - The word "owner" in such a case has to be understood from common sense point of view.
