Powers of High Court - Huge telephone bills raised against subscriber - Matter referred to arbitrator - Award against subscriber - Petition against - Single Judge prejudged the matter and was prejudiced against telecom department - Department was simply pursuing legitimate claim - Therefore, if department decided not to give up or reduce its claim that cannot be held against it - High Court tried virtually to force department to agree for suggestions which obviously officers and counsel for department could not agree - High Court to avoid such type of attitude.
