Writ Jurisdiction - Delay and Latches - A series of Notifications, issued from time to time, had been challenged by the petitioner - Last of the Notifications under challenge is of the year 2004 - Petitioner apparently came into possession of the property much earlier i.e. in the year 1988 -Held that it was necessary for the petitioner to bring his challenge before the High Court well in time; instead the writ petitions were filed in the year 2013 - View taken by the High Court on account of delay therefore cannot be faulted.
